Presently the office is staffed by the County Attorney, a criminal legal assistant/secretary, a civil legal assistant/secretary, and a victim/witness coordinator. The County Attorney is elected at-large and serves a four-year term with no term limit.
Christopher B. Phelan
Chris Phelan has been the Coffey County Attorney since 2014, when he was appointed by the Coffey County Republican Committee. Chris was elected as Coffey County Attorney in November of 2016. Chris and his family live in Burlington, Kansas.
Chris is originally from the Kansas City area and graduated high school from Wentworth Military Academy, in Lexington, MO. He subsequently attended the U.S. Coast Guard Academy, in New London, CT. After graduation, Chris was commissioned as an officer in the U.S. Coast Guard and served aboard the Coast Guard Cutter GALLATIN. In the Coast Guard, Chris worked extensively overseas, accumulating substantial counter-narcotics and port security experience. Chris holds the rank of Commander in the U.S. Coast Guard Reserve and is currently assigned duties as a Judge Advocate General (JAG).
Chris attended law school at the University of Kansas, and graduated with a Juris Doctor (JD) in 2004. Upon graduation, Chris was hired as a federal law clerk in the U.S. District of Kansas for the Honorable Judge Wesley Brown. Chris later became an associate at Shook, Hardy & Bacon (SHB), a law firm in Kansas City, where he handled environmental litigation and regulatory matters. While at SHB, Chris was recalled to active duty for Operation Iraqi Freedom and upon his return, he accepted a position in the Allen County Attorney's Office, as assistant county attorney.
Chris has extensive experience with jury and bench trials, appeals, and other contested hearings that are common in criminal, traffic, and child in need of care cases. The office is staffed with two legal secretaries: Lori Breshears and Anita Kirchner. Lori primarily assists with juvenile and child in need of care cases. Anita primarily works on criminal and traffic matters.
